Who Qualifies for the Ontario Child Care Fee Subsidy
The Ontario Child Care Fee Subsidy helps low-to-moderate income families cover the cost of licensed child care. It is cost-shared by the provincial government, municipalities and First Nation communities, and is granted on a first-come, first-served basis. To qualify, you generally need to meet all of the following:
- Have a child under 13 years old — or up to 18 if the child has special needs and meets other criteria
- The child is enrolled in a licensed child care program, a children’s recreation program, a camp, or a board-operated before- and after-school program
- Each parent or guardian is employed, in school or training — or a parent/guardian or child has a special support need
- You have filed your most recent income tax return (both partners, if applicable)
How Much You Pay
Your contribution is based on your family’s adjusted net income (line 23600 of your CRA return):

How and Where to Apply
The fee subsidy is administered locally, not through a single provincial portal. You apply through your Consolidated Municipal Service Manager (CMSM) or District Social Services Administration Board (DSSAB) — or your band office administrator for First Nations. In Toronto and York Region, applications run through an online Children’s Services portal. You’ll typically need your Notice of Assessment and/or Canada Child Benefit notice.

Who Qualifies for CWELCC ($10-a-Day Child Care)
The Canada-Wide Early Learning and Child Care (CWELCC) system is a federal–provincial agreement that lowers licensed child care fees for young children — regardless of income. This is the program most people mean when they say “$10-a-day daycare.” Eligibility is simple:
- Your child is aged 0 to 5 — or turns 6 before June 30 (then covered to the end of the school year)
- Your child is enrolled in a licensed centre or home child care agency that participates in CWELCC
- No income test and no separate application — the reduced fee is applied automatically by the provider
What You Actually Pay in 2026
Fees for children under 6 in participating programs are capped at $22 per day, with the goal of reaching a provincial average of $10 per day. The program was extended through the end of 2026, so current reduced fees remain stable and no re-enrolment is needed for families already benefiting.

Combining Both
How the Two Programs Stack
For a child under 6, the programs work in sequence. CWELCC reduces the base fee first, automatically. Then, if your family qualifies by income, the Ontario Child Care Fee Subsidy can reduce the remaining amount even further — potentially to little or nothing. For children aged 6 to 12, CWELCC no longer applies, but the income-tested fee subsidy still can.
Not Filing Your Tax Return
Both the fee subsidy and other family benefits are calculated from your filed taxes. Without a return, your contribution can’t be assessed and you may be quoted full price. Filing every year — even with zero income — is the single most important step.
Choosing a Non-Participating Daycare
CWELCC savings only apply if your provider is enrolled in the program. Two centres on the same street can have very different fees. Always confirm CWELCC status before signing up.
Applying for the Subsidy Too Late
The fee subsidy is first-come, first-served, and waitlists are long. Many families are advised to apply months in advance — some even during pregnancy. Getting your documents ready early protects your spot.
